When 1986/87 the first Fulcrums with an extended back bulge appeared, they were named by NATO as Fulcrum C. Most of the Fulcrum C models were assigned to the 16th air army in DDR.

As the most important improvement these aircraft got the internal "Gardenia" radar jammer, with the necessary antennas at the wing tips and between the engine nozzles. This secret jammer was the reason that this version was not exported. After the disintegration of the Soviet Union some of these "9-13" remained , in the republics and were exported by Belarus to Peru and by Moldova to the USA.
